The Federation holds monthly club meetings in your part of the state. The Federation also holds quarterly state meetings in the Salt Lake Valley. · 2007 Meetings UTAH BASS FEDERATIONMeeting Minutes / November 15, 2007Meeting called to order by President George Sommer at 7:00 pm. Club representatives & members in attendance / Utah; Team Air Vision; Kickin Bass; Central; Deseret; High Country; Salt City; Western Colorado. Call for proxies / Greg Pink to Steve Christensen / Western ColoradoCall for approval of meeting minutes from August 16, 2007 by George Sommer / Seconded by Greg Kemp / Salt City Treasurer’s Report given by George Sommer indicates at current balance of $9808.82 pending any outstanding checks written and not reported to George. Motion to approve report by Matt Madsen of Utah and seconded by Bob Knight of Deseret. Regarding the release boat ( which is now paid for ), Rick Kinross is currently in possession of the title for the boat and Carri Schlief the title for the motor. Federation needs to secure new insurance policy for the boat and it was recommended that replacement coverage be quoted. Elections for 2008 Federation officers / Results President / Scott Harvey Vice President / Craig Hartline Secretary / To be appointed by President Treasurer / Mike Risen Web Master / Tabled to 1/17/08 Tournament Director / Tabled to 1/17/08 Conservation Director / Walt Maldonado Assistant Conservation Director / Matt Madsen Youth Director / Adrian Alexander Vote : Federation open enrollment program to establish an Affiliated Club to facilitate new federation membership. Proposal passes by 10-4 vote. Club to be administered by UBF Vice-President and members will be required to participate in at least two Federation meetings and at least one function. Club members will be required to sign up for FLW Outdoors ( magazine ) with dues payable to Federation and TBF. Discussion of proposed qualifier format changes to be taken to the clubs and voted on at Federation meeting 1/17/08. Proposal #1 Stay with existing 3-day ( Thur/Fri/Sat ) Proposal #2 ( From Central ) 4-One day tournaments to be held on two separate weekends ( Sat/Sun) Spring & Fall / Two official pre-fish days ( Thurs/Fri ) Off limits on Mon/Tue/Wed / Drop one tournament Proposal #3 ( From Salt City ) a. Keep the One-Qualifier format but change the fishing days to Fri/Sat/Sun with 2-day pre-fish b. 2-day tournament ( Sat/Sun ) with two day pre-fish Additionally, off-limits to be Sunday night at Midnight two weekends prior to the event. Proposal #4 ( From Western Colorado & introduced at meeting by Steve Christensen ) Return to previous Spring/Summer/Fall 2-day ( Sat/Sun ) tournament format alternating locations ( Powell/ Gorge ) A reminder from George about the voucher programs from Ranger, Yamaha and Evinrude that benefit all of us. A review of the Ranger Cup program by Rick Kinross. 2008 Tournament dates as of meeting : Buddy / March 29,30 / Bullfrog / In conjunction with Angler’s Choice State Team Qualifier / April 10,11,12 / Bullfrog Discussion from George of the new fishing contest rules by DWR. See Utah Admin. Code R657-13-4 at wildlife.utah.gov/rules DWR will require quagga mussel free certification in your boat beginning in 2008. George introduced a suggestion that the Federation invest in new tournament scales that involve the scale; a 4” remote digital weight display; software interface to computer; ticket printer for weigh slips and all of the needed cables and hookups. Cost would be $1,995.00. We would sell the existing scales to help offset the expense. Take the discussion to the clubs for review. Blue Ribbon Fisheries Advisory Council Report : George discussed the Mantua weed control project which will involve spot spraying of an herbicide to create weed edges. The goal is to enable better predation of bluegill and perch by bass. Spraying should keep the “ edges “ for about 5-years. BRFAC has allocated 22K with total cost estimated at 44K. Application for a Fish America Foundation Grant as well as approaching brigham City for additional funding. Base funds from clubs and individuals are also needed. Deseret has donated $200.00 toward the project. Base money can be used to get 2:1, 3:1 and 4:1 matching monies from other agencies. Shocking boat for the Southeastern Region of the DWR….Donations are also being solicited toward purchase of an electro fishing boat for the SER for the primary use of the capture of Northern Pike at Recapture Reservoir. This will allow the DWR to produce Tiger Muskie. They currently have no boat so they cannot sample any warmwater fisheries in that region. Conservation Report : Walt gave an update on the Lake Powell project indicating that docking for the project will be built at Wahweap. Walt also introduced an artificial structure idea that would have an estimated cost of $15-16 per unit with a $1 royalty going to the structure designer. Structure involves the use of concrete and multiple boards. Everyone felt this could be an outstanding project. Youth Director Report : Adrian indicated that the 2008 Youth Tournament schedule will be announced after the adult schedule is set. As always, adult help with the tournaments is sincerely appreciated and encouraged. George reiterated the need for articles for the final newsletter of the year.
